Punjab Tender For 5 MW Rooftop Solar Plants on Government Buildings

The Punjab Energy Development Agency (PEDA) has released an e-tender for 5 MW of grid-connected rooftop solar PV plants on government buildings anywhere in Chandigarh and the state of Punjab.

The scope of work includes Approval of Rates for Design, Engineering, Supply, installation, commissioning, and testing along with the maintenance for 5 coming years of the estimated capacity of 5 MW rooftop solar PV plants. The last date to submit the bids is June 23, 2021, while the techno-commercial bid opening will be held on June 25.

Interested bidders are expected to pay an Ernest Money Deposit (EMD) of Rs. 2,00,000 along with a non-refundable Tender Document Fee of Rs. 5,000.

Bidder must meet the eligibility criteria independently as a Bidding Company and find themselves eligible for the bidding as;
The bidder must have satisfactorily installed & commissioned grid-connected rooftop solar PV systems of capacities during the last 5 years as detailed below:Punjab 5 MW Rooftop solar

And these systems must have been installed under any Govt. agencies/ State Nodal Agencies/ Govt. Public Sector.

The Bidder should have an Annual Turnover in any one of the last 3 Financial Years as detailed below:Punjab 5 MW Rooftop solar

Bidder is also required to submit the documentary proof like Balance sheet along with CA certificate of Turnover. The unaudited balance sheet should not be accepted.

As per the tender document, there will annual maintenance charges for 5 years will be 10 percent of the total cost of the plant which will be deducted from the total cost of the plant. Also, within 15 days from the date of issue of notification of award for approval of rates from the Purchaser, the successful Bidder shall furnish the performance bank guarantee (PBG) to the amount equal to 5 lacs valid for 16 months from the date of issue of notification of Award, i.e., towards to ensure the acceptance of the work orders to be given by PEDA.

Only the EPC companies, manufacturers, suppliers & system integrators of solar PV plants who have not been 9 debarred by any Govt. organization for design, manufacture, supply, installation, and commissioning of different capacity Solar Power Projects are eligible for this tender.

Earlier in June, last year PEDA on the behalf of Bhakra Beas Management Board (BBMB) issued a Request for Proposal (RfP) for setting up grid-connected solar PV power projects of 2 MW capacity at the Neilla Bhakra Dam Village in Bilaspur, Himachal Pradesh.
