Haryana Floats 30 MW of Rooftop Solar Power Plant Tender

The Directorate of Supplies & Disposals Government of Haryana has invited bids for the installation and commissioning of 30 MW of rooftop (grid-connected ) solar power systems on state government buildings.

The last date for submitting the bid for this Haryana’s 30 MW solar power project is December 19, 2022, & bids will be opened on the same day.

The scope of work of this Directorate of Supplies & Disposals Government of Haryana’s 30 MW tender includes design, engineering, site development, manufacture, inspection at supplier’s works, supply, insurance, transport, storage, erection, testing & commissioning. The scope of work also includes operation & maintenance (O&M) services.

 Each interested bidder will also have to pay Rs. 2,00,000/- as an earnest money deposit. The selected bidder also must provide Rs. 1 Lakh/MW as a performance bank guarantee (PBG) after the issuance of the letter of intent and before signing the power purchase agreement (PPA). The selected bidder also must provide 5% of the contract value as a performance security deposit (from other states). While the performance security deposit will only be paid by MSEs and businesses based in Haryana at a reduced rate of 0.2%.

The following capacities are available for bidding:

The project must be finished three months after the power purchase agreement is signed (PPA). Additionally, bidders must be system integrators or manufacturers. They are permitted to make proposals for at least 3 MW.

To procure this solar tender, the bidder should have designed, supplied, installed & commissioned at least one grid-connected rooftop solar PV power plant with a minimum capacity equivalent to 40% of the capacity quotes for the bid.

Average Annual financial turnover during the last 3 years, ending 31st March of the previous financial year, should be at least Rs 2 crore per annum from the last three financial years ending on 31.03.2021 based on audited annual accounts. 

The net worth of the bidder during the last Financial Year should be positive, wherein the net worth shall be calculated as follows:

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses)
