GUVNL Invites RFP For Procurement of 500 MW Power

Gujarat Urja Vikas Nigam Limited (GUVNL) has invited request for proposals for 500 MW of power supply on a short-term basis through tariff based competitive bidding process. 

The last date for submitting the online bid is September 01, 2022, till 06:00 pm. Bids will be opened on September 02, 2022, at 11:00 am.

For participating in this request for proposal solar tender bidding process, each interested bidder will have to pay Rs. 10,000/- (excluding 18% GST) as the cost of the RFP document, which is non-refundable. All the Bidders would be able to participate in the e-Bidding events by making payment of the requisite fees of Rs. 500 per MW for the maximum bid quantum/capacity to PFC Consulting Limited (PFCCL).

The awarded bidder will have to submit Rs. 30,000 per MW per month as an earnest money deposit or Bank Guarantee on RTC (30 days, 24 hours) basis and the same shall be reduced on a pro-rata basis in case of bids on an hourly basis. 

The EMD shall be refunded to the unsuccessful Bidders within 10 days of the expiry of the Bid validity period. The EMD of the Successful Bidder(s) shall be refunded after furnishing the Contract Performance Guarantee (CPG). 

In the event of a delay beyond such period, the defaulting Party shall pay interest for the period of delay calculated at the Base Rate of Late Payment Surcharge applicable for the first month of default, and recovery thereof shall be without prejudice to the rights of the Parties under this Agreement including Termination thereof. The rate of Late Payment Surcharge for the successive months of default shall increase by 0.5 percent for every month of delay provided that the Late Payment Surcharge shall not be more than 3 percent higher than the base rate at any time. 

Eligibility Criteria For Bidders

The Bidder may offer power up to the quantum indicated in RFP Document on a firm basis. The supply of power may be offered from one or more than one source subject to the condition that offers from each source shall not be less than 50 MW. An offer of less than the above-specified quantity will result in the non-responsiveness of the bid.  

The Procurer(s) may be required to provide a revolving Letter of Credit (LC) equivalent to 100% of the monthly energy corresponding to Contracted Capacity at the tariff indicated in PPA. LC shall be opened before the commencement of the supply of power.
