MSEDCL RFS For 200 MW Wind Power From Intra State Projects

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has issued a tender for the procurement of 200 MW of wind power through a competitive bidding process followed by e-reverse auction from intra state wind power projects. The state discom has placed a ceiling tariff of Rs 2.65/kWh for the bids.

Bidders will have to provide earnest Money @ 1 lakh /MW/Project to be submitted in the form of Bank Guarantee along with the Response.

Cost of the Rfs document is Rs 25,000, while processing fee has been set at Rs 10,000 plus GST.

The last date for submission of bids is March 15, 2023.

The ceiling price has been fixed at Rs 2.65/kWH, much lower than the price GUVNL got for its recent wind auction of Rs 2.91.

According to the draft PPA for the purchases, the Power Producer shall seek approval of STU / MSEDCL in respect of Interconnection Facilities and the Sending Station, if required. The Power Producer shall undertake at its own cost maintenance of the Interconnection Facilities and the Sending Station, excluding the transmission line beyond the Sending Station as per the specifications and requirements of STU/MSEDCL, as notified to the Power Producer, in accordance with Prudent Utility Practices.

The Power Producer shall be responsible for all payments on account of any taxes, cesses, duties or levies imposed by the GoI/State Government or its competent statutory authority on the land, equipment, material or works of the Project or on the Electricity generated or consumed by the Project or by itself or on the income or assets owned by it. For evacuation facility and maintenance of the transmission, the Power Producer shall enter into separate agreement with STU/MSEDCL, if applicable.

The synchronization equipment and all necessary arrangements / equipment including Remote Terminal Unit (RTU) for scheduling and real time visibility of power generated from the Project and transmission of data to the concerned authority (SLDC/MSEDCL) as per applicable regulation shall be installed by the Power Producer at its generation facility of the Power Project at its own cost, within six (6) months of execution of PPA.

In a key condition regarding repowering, the Wind Power Producer shall be allowed to repower the project as per its requirement for a maximum cumulative period of six (6) months during the entire PPA term of maximum period up to 12 years. The Power producer shall not be in default for non-supply of power during this period of repowering.
