Damodar Valley Corporation (DVC) Issues Tender for 8 MW Solar Project in Jharkhand

Damodar Valley Corporation (DVC) has invited bids for the design, engineering, supply, construction, erection, testing, commissioning of 8 MW (AC) ground mounted solar PV power plants at Panchet, in District Dhanbad in the state of Jharkhand. The DVC tender also involves 5 years Operations and Maintenance (O&M) of the power project.

DVC said that the bid security or the earnest money deposit (EMD) is kept at Rs 51,64,577. The bidder is required to be an Indian company which is registered in India.

The last date for bid submission is March 27, 2023. Bid opening date is March 28 and the pre bid conference will take place on March 06.

The DVC document says that the Bidder should have designed, supplied, erected/supervised erection and commissioned/supervised commissioning of Solar Photo Voltaic (SPV) based grid connected power plants of cumulative installed capacity of 4 MW or higher, out of which at least 2 (Two) plants should have been of 0.8 MW or higher capacity. The reference plants of 0.8 MW or higher capacity must have been in successful operation for at least six months prior to the last date of submission of bid.

Or, the bidder should be a developer such of Solar Photo Voltaic (SPV) based grid connected power plants. The reference SPV based grid connected power plant of 0.8 MW or higher capacity should be at a single location developed by Bidder for itself or any other client.

DVC said that the Net Working Capital of the bidder for the last financial year or access to credit facilities (unutilized portion) on the date of NIT shall not be less than Rs. 16.28 crore.

The Average Annual Turnover of the bidder for the best three Financial Years out of last five financial years is about Rs. 65.14 crore.

Net Worth of the bidder as on the last day of the preceding financial year shall not be less than 100% of the paid up share capital.

DVC tender holds that the contactors is required to supply solar modules, mounting structures, string combiner boxes, power conditioning units, inverters, and all the necessary equipment required to construct a 33 kV bay at the existing 132/33 kV Panchet Hydel Station switchyard.

DVC also wants the contactors to ensure vendors to provide a guarantee for the materials and equipment for 18 months from the date of delivery or 12 months from the date of commissioning, whichever is earlier.

The tender states that the mono-crystalline or poly-crystalline modules used for the project must be from the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.

In June, 2022, DVC floated a tender inviting the bids for installation and subsequent commission of 10 MW grid-connected solar power projects at the thermal station in Koderma in Jharkhand.

Recently, DVC and NTPC have incorporated Green Valley Renewable Energy to develop, operate and maintain renewable energy parks and projects to give a new fillip to renewable expansion.
